Solar Eye network is the computer file system that Solar Eye uses to store sensitive files. While it's shown as a physical representation in the comics, it's not an actual physical location.

While theoretically it has top end security as it is the government's censorship department, it is not without its flaws. Frey eventually learned of one and, under Operation 2G1H, was able to take advantage of it and created a backdoor into the system to access sensitive files.
