Vox Populi is an underground newspaper in CERia that tries to get word out about government corruption in the country. However, because of this, they tend to be censored by Solar Eye and the members are considered little more than criminals.

Due to this the members are wary of those looking to join and require those wishing to do so to pass an unknown test.[1] This test, at least for students, appears to be purposely "failing" the National Harmony Exam. Professor Reymond Floyd will then mark these students as having passed in the school records while having a private meeting with them to talk them out of their reckless actions. He then has a Vox Populi member waiting nearby to offer the dissenting students a safer alternative in the form of joining the underground newspaper, with the idea that it's much harder to silence a group than individuals.[2]
